Primary Function: These groups are in charge of developing Iran's ballistic and cruise missile programs, including foreign acquisition of missile production technology and components; the complexes develop and produce ballistic and cruise missiles.
Description: The Shahid Hemmat Industrial Group (SHIG) is responsible for Iran's ballistic missile programs. In this capacity, it has hosted a significant number of Chinese and North Korean experts who have come to work on the final stages of these programs. By the end of 1998, more than 100 experts from these countries reportedly were working for SHIG. Russians also were reportedly assisting Iranian scientists with troubleshooting thermodynamic issues and performing wind-tunnel tests.
In 2000 and 2003, the US government imposed sanctions on SHIG for missile technology proliferation activities. SHIG is thought to be a key developer of the Shehab 3 missile.
The Shahid Bagheri Industrial Group (SBIG) is responsible for Iran's cruise missile programs. In 1996, via Sanam College, it created the Persepolis (Takht-I-Jamshid) joint missile education center in conjunction with Russia's Baltic State University of Technology.
