The information in the tables below is derived from official START I Memoranda
of Understanding (MoU) exchanged by the parties to the START I treaty on 1
January and 1 July of each year. The numbers are declassified and released
to the public four months after the exchange.

(5) According to the 7/1/00 MOU, the 48
deployed SS-N-18 SLBMs include 16 associated with submarines still classified as
"deployed launchers" located
at the Northern
Machine-Building Enterprise (Sevmash) in Severodvinsk, which is classified
by START I as an SLBM launcher conversion or
elimination facility.
(6) According to the 7/31/01 MOU, 16 of the 96 deployed SS-N-18 SLBMs are
associated with submarines still classified as "deployed launchers" located at
the Kamchatka Shipyard in Vilyuchinsk, Kamchatskaya oblast, which is
classified by START I as an SLBM launcher conversion or elimination facility. (7) According to the 1/1/06 MOU, there were two non-deployed SS-N-23 SLBMs at Okolnaya Storage Facility.
(8) According to the 1/1/06 MOU, there were 20 deployed SS-N-20 launchers located at the Northern Machine-Building Enterprise (Sevmash) in Severodvinsk, which is listed in the MOU as a "production combine."
(9) According to the 7/1/08 MOU, there was 1 non-deployed SS-N-23 SLBM at the Krasnoyarsk Machine Building Plant in Krasnoyarsk.
(10) According to the 7/1/08 MOU, there were 20 deployed SS-N-20 launchers located at the Sever Production Combine in Severodvinsk, which is classified as an SLBM launcher conversion or elimination facility. [All data are from the official START I Memorandum

Deployed SLBM Launchers and Warheads
This table counts launchers and the warheads attributed
to them. An SLBM launcher is the launch tube on a submarine, and may or may
not contain an SLBM. Thus, even if all SLBMs have been removed from an SSBN,
the SSBN's launchers will still be counted in this table.
